Information Pertains to: Change to penalty for moving backwards without footing.
Current Rule:
15.11.3.2 The penalties on the following tables apply:

Rationale:
By making this change, it will bring our rules into line with the FIM penalties applied.
It will also remove ambiguity and stress on observes particularly when observing top level classes that hop into position for obstacles.
